Pathways to successful SMEs in construction and infrastructure

An applied policy report examining why SMEs in New Zealand’s construction and infrastructure sectors experience high failure rates, and proposing structured, stackable pathways to build sustainable business capability.

This report examines why small and medium-sized enterprises in New Zealand’s construction and infrastructure sectors continue to experience high failure rates, despite strong demand and sector growth. Drawing on stakeholder engagement, industry data, and international models, it identifies a persistent gap between technical trade competence and business readiness. The report proposes a structured, stackable training pathway — informed by the German Meister system — to support sustainable SME ownership, workforce development, and sector resilience.

Transformative TVET for the building and construction sector

A global UNESCO report analysing how TVET systems must adapt to digitalisation, greening, and migration trends in the construction sector, with actionable policy and system-level recommendations.

This UNESCO publication examines how technical and vocational education and training (TVET) systems must adapt to support the construction sector’s green and digital transitions, while responding to shifting migration patterns. Drawing on global evidence, regional case studies, and expert input across Africa, Asia-Pacific and Europe, the report identifies systemic gaps in skills development, credential recognition, and delivery capacity. It provides actionable recommendations for policymakers, TVET providers, and industry to strengthen workforce resilience and future-proof construction skills systems.
